Yep, I think it’s a page quality issue, as the pages on your site are indexable:
SEO is a long term game, you need to know the basic principles, use them to setup your site and update it regularly, and wait for around 6 months to see the results for sure.
The main principle is to make your site valuable for the end user.
- Is it likely for them to land on a certain product page right from the search results page? If not, then it’s better to disable indexing on the product pages as they’re almost the same and there’s no too much content on them. Collection pages still can be indexed so no problem.
- Is it likely for them to land on the legal pages from the SERP? Not? Exclude them too.
Add more content that are interesting for the user and be patient.
