Why isn't my Facebook Pixel activating despite proper domain testing?

I am having trouble getting my Pixel to activate. When I am in FaceBook Ad Manager, it displays a little red dot even after I type in my domain and test it. After doing some research, I was seeing that some people have been having issues with their Customer Privacy settings. Is it possible that my settings (GDPR and CCPA) are the issue with my Pixel?

I’ve checked it with Facebook Pixel Helper extention, this work normally

but when check with debugger from Facebook, it show this error

I think you need connect with Facebook to fix it
