I set the shipping to be free but it doesn’t apply on checking out? Is it because I have “0 products” under General?

If you have more than one shipping profile setup in your admin, then you are correct! If none of the products are in the “General” shipping profile then any shipping rates setup through that profile won’t be active. You will want to add the Free Shipping option into all other shipping profiles that you want to offer free shipping with.
