Why isn't my local delivery option working for certain postal codes in Stockholm?

I have setup local delivery for Stockholm for Certain Postal Codes for Stockholm, Sweden and I also have a shipping profile setup for Sweden as a country . But when I am testing, if I enter the pin code which is not in the list of Local Delivery then I get error and cannot select the setup shipping options. Please help.

Screen shot 2 changed the Pin code to a Northern City to get shipping rate shown in third image.

I have solved this need to have the rate condition not overlap in any way.
