I created a new template page called “Our Founder” in the Craft them but when I go to assign a new page to the new template page, it doesn’t show up. The only templates that are on the dropdown are Default and Contact. How do I get my new template to appear on the dropdown so I can assign a page to it?

You can only assign templates from the current live theme to your pages.
Since your craft theme is still in draft mode, you can’t assign the templates of that theme to your pages.
