Why isn't my new webhook creation working with Rest admin API?

Hi,
I have tried to create a new webhook by Rest admin API. But I got 301 redirections and 200 responses in POST requests.

Endpoints is - admin/api/2021-07/webhooks.json

Response -

All other endpoints work fine.
