I’d like to check a few things out with you here, to see what might be happening with your PayPal account setup.
When you set up a store using Shopify initially, a PayPal account is created using the same email address you used to set up Shopify.
If you already had a PayPal address under that email address you should be able to take payments right away.

It’s a good idea to ensure that the country you have selected in your Shopify settings matches that in your PayPal account, as this can cause issues if mismatched.
You may need to contact PayPal support for clarification on what types of card or account they can accept for your account type, but feel free to let me know as much as you can about the situation here first.
