Why isn't the Add to Cart button showing on Dawn Theme collection pages?

The Add to Cart button doesn’t show on the default collection pages. If I have the collection inserted into the page, like on the homepage, it shows. But, when clicking on a collection page, there is no add to cart button. See attached for the two differences.

you can enable it in collection settings
