Try this steps:

  1. Go to Commerce Manager and select your shop.
  2. In the left-hand menu, click Settings.
  3. Click Edit in the top-right of the Commerce Account Info section.
  4. Click Deactivate Commerce Account.
  5. Enter your Facebook password and click Confirm.

I struggled with the same issue for over 10 days. Hopefully this solution and explanation applies to you so you can move on from the mystery of what ‘ineligible’ means.

Try disconnecting your Instagram from your Meta Business Account. Once you’ve disconnected your Instagram, try connecting your Shopify with your Facebook page only. I was able to successfully connect Shopify and Facebook.

It was only after this step that I learned my Instagram is ineligible because I don’t have ‘Account presence.’ I am now working on upping my presence in order to be eligible to sell via Instagram. The required age of the account, number of followers or general level of engagement is not disclosed. I’ll follow up on this post once I reach or learn what that threshold is.
