Why there is no abandoned checkout email settings opt in my settings checkout section

Hi there

In my shopify admin console. there is no abandoned checkout emails setting section in checkout settings section. And there is no email template in my notification settings section. Also under Marketing Automations there is no way to change the email abandoned checkout email recipients. The email can only sent to people who has subscribed my site which is not we are excepted. we wanna abandoned checkout email to the customer even they are not subscribed.
