Would like the Header and Logo Color to Change When Scroll and Hover

Hello,

I would like to add a new design for my header. My header is currently transparent with a white logo when I’m at the top of the page. But when I hover over it or scroll down, I would like the header to change to white and the logo to change to black. I have the Dawn theme. Thank you for the help!
