How can I correct an incorrect tax percentage being charged?

Anyone know how to fix the problem with the wrong tax % being charged? State tax is correct but the county Tax is incorrect. It’s only charging 3% when it should be 4%. We have contacted support several times with no response on how to fix this problem.
