Can I offer a pro forma invoice option at checkout for specific customer tags?

I would like to be able to give customers tagged a particular way (i.e., "bookseller" or "wholesale") to be able to select to be sent a pro forma invoice at checkout -- what this would mean is that they would not be charged any payment right away, but that they (and I) would receive a copy of their order including the estimated shipping fee, taxes, and any applicable discounts.

I would then like to be able to modify these orders and convert them into "regular" orders once I confirm payment has been received.

Is this possible, either with Shopify as it comes out of the box (I am using the Venture theme), or with any recommended apps or modifications?
