discount code for compare at price not a marked down price

hi! I would like an app or a way, to create a discount code that discounts % off the original price, not the sale price if an item happens to be on sale.

Ideally I want a discount code named "wholesale" and it would only work for customers tagged wholesale.

Any suggestions for discount code apps or wholesale apps that are free or low monthly fee.
