When should I see results with Facebook ads?

I have promoted posts and now set up campaign with conversions as objectives and still no results. One campaign has over 2000 impressions and 15 people taking action. What exactly does taking action mean? At what point do I change tactics and when do you expect some kind of conversion? Struggling a bit with facebook ads so any help is appreciated.
