How can I use both Dutch and English on one domain?

Hi,

I'm using debut theme. I want to use two languages in one Dutch domain: Dutch and English.

I want my user flow to be like this:

• If the user is entering the website in the Netherlands - present the website in Dutch
• Otherwise, present in English
• The user can choose between NL/EN languages any time

I want it to be the same as the example here of the company iDEAL:

• Dutch: https://www.ideal.nl
• English https://www.ideal.nl/en/

I want it this way, so it will be easier for me to customize my design for each language.

Can I do it?
