Can I make the shipping city optional?

I targetting a foreign country and added the country to the shipping/tax zone. When I select the country on the checkout page, it displays Province drop-down menu and City text box. However, some provinces are cities (like Washington DC) and it doesn't make sense to enter the city again for those provinces. Can I make the City text box optional?

The short answer to the question is no it wouldn't be possible to make the city box optional as in most cases this area is required. Typically people from these areas would be accustomed to what they need to input for orders to be properly shipped to them. In the case of Washington DC, I was able to find out that people would typically input their address as:

City: Washington
State: District of Columbia
