Can we set up multiple shipping rates for one order?

Hello Sir / Madam,
We had set up the shipping rate of HKD500.00 for free shipping to the client. If the client would like to buy some products with the free shipping rate but the weight is over 10kgs. Can we set up one more shipping rate for extra shipping charges. That means we can use two shipping options together for one order. For example , The order total amount is HKD550.00 , total weight is 13kgs.
In case , is it possible to set up the option for further? 
Please kindly help to advise and explain for us.
