Canada, sales tax included in credit card fees?

Hi,

When I receive a payout and Shopify deducts credit card fees (assume customer pays through Shopify Payments), does this fee include sales tax?  Or is this tax exempt because it's a financial service, like bank fees.

Similarly, if I set up payments through Paypal and Paypal charges a fee, does that include sales tax or tax exempt?

And is the sales tax based on the province I'm shipping to (i.e. matches the sales tax I'm charging customer for that invoice), or based on my own province?
