Conditional Product Price by Zipcode

We have a store where we are sourcing our products from multiple local suppliers. Each zip code of the United States contains at least 1 local supplier, sometimes multiple. If someone is in a zip code with a local supplier they will get a special shipping rate. If someone outside of the zipcode range orders, then it will be a different shipping rate.

Is there a plugin, app, or way where we could configure this and bulk-upload our Zipcodes and Rates?
