Ah, got it! In that situation you will need to reach out to our live support team to have this escalated to our billing team. You will also want to ensure that you have an alternate payment method setup on the store before doing so.
To access our live support, please follow this link: Shopify Help Center. Next, you will want to follow the on screen prompts to sign in, choose your topic and issue and at the bottom of the help articles provided will be all available live support options.
Let your support agent know that you wish to remove PayPal from your store as a billing option and the agent will assist in escalating this to our billing team on your behalf.

If you don't want to offer PayPal as a payment option to customers then you can disable that from within your admin under Settings > Payments.
If you are referring to the dynamic checkout button on the product pages that shows off supported accelerated checkout options (Google Pay, Apple Pay, PayPal, etc), then you can disable that button from within the theme settings.
