I have set up general shipping but no shipping costs add to checkout

I have set up my shipping rates in the general shipping rates section based on weight.  When an item is added to cart no shipping costs are added.

I have also tried setting it up custom setting but that doesn't work either.  Any ideas please this is driving me mad now
