Order from Puerto Rico came thru when un-checked in shipping settings

Hi there, our store recently had an order go through that was in Puerto Rico. When I double-checked our shipping setting I confirmed it was not selected. Do you have any idea how this order was allowed to go through? We use Bold cashier for our checkout process. Our website is sitkasalmonshares.com, the order number is #108345.
