PayPal Express checkout requires to Complete order before being redirected

In my shop, only when clicking on Complete order, I am redirected to PayPal.

The redirection should instead be done when clicking Review order (so one step before) as described in the PayPal window for the customer, as this is what people are expecting, not when clicking on Complete order.

It throws me off and I am sure customers will be thrown off too, as the redirection to PayPal should be happening before clicking on Complete order.

How to fix this?
