Can specific customers access a purchase order number at checkout?

I'd like to be able to allow only certain customers access to use a purchase order number at checkout. Is this possible?

Yes. A manual payment method that you can control who has access. For instance a customer logs in, and has access to pay with a PO number/manual payment, but no one else has that access?
