Shipping rates

Our business is based in Singapore so we are offering a flat rate of $5 for local orders and free for orders over $100.  Now, I want to offer $20 international shipping but only for certain items.  

I tried creating a shipping profile selecting the items I wanted but when I tested it out, the international rate applied to SG orders as well. I checked to make sure SG was not selected in the areas but it still automatically calculates $20 for shipping.

How do I fix this or what is the proper way to do it? Help, please!
