Using Shopify store to route orders through local stores

Hi, we are licensed to ship our products to certain states so right now we are limiting orders to those states. However we have partner retailers that we would like to route orders through for states that we cannot currently ship to. Does anyone know if there is an app or third party tool that allows us to do this?
