Variable shipping rates not displaying at checkout

General Shipping rates with USPS for large items for NA

Small Flat Box rate with USPS for small items for NA

General Shipping rates with USPS, UPS and FedEx for large items for rest of The World

Small Flat Box with USPS, UPS and FedEx for small items for rest of The World

Only General shipping rates appear [auto-calc's] despite location in NA or outside, etc.

Cleared cache etc.

Still need some way of ensuring the General Shipping Rate and Custom Shipping Rate [29 products] for a Small Flat Rate box show up and do not interact at the time of check in error ..

Any insight would be appreciated
