Accepting credit cards, warehouses, and shipping and fulfilling orders
The order below says it was refused due to insufficient funds.
Can the customer see that is was denied?
If she chooses to pay with another credit card, does she have to create the order over again?
Not sure what my next steps are?

The order was successful in the end. You can see that there is a second payment line that shows the payment was successful, the customer wouldn't be able to retract that unless they requested a refund.

Customers will see the error that their card was declined for insufficient funds. They can choose to try again, or try a different payment method without leaving the checkout process. They will not need to recreate the order if their payment was declined unless they choose to exit the checkout process.

So it says "$321.59 CAD will be added to your Oct 28, 2021 payout."
Will I need to pay that back if she chooses not to try again? How does that process work.

Oh, I see. This line indicates the order went through:
"------ placed this order on Online Store (checkout #000)."
So, can I assume if it shows up in my Orders folder it's a valid order?
Valid is a tricky word when it comes to orders. Yes it is an order that has been paid for but always watch out for fraud.
There's a fraud analysis above the timeline that's useful. If your store is new there might be some people who try out a few different cards. Looks like this:
