Why does USPS flat rate price on shipping calculator vary with weight?

Hi, I am trying to set up my store and as I was trying to estimate the shipping rate, I see that on the Shopify shipping calculator USPS flat rate price is affected by the weight which should not be since it is a flat rate therefore the weight under 70lbs should all have the same price. Why is it there a price difference for the weight?
