Why is my customer in Istanbul receiving a shipping error at checkout?

My Customer from İstanbul is having an error in checkout saying that there no shipping to her location but in fact İstanbul is my Primary market and in shipping location with free rate. What is happening?

When you try to place an order on your store, do you encounter the same error message? There could be a number of reasons why this is happening but that'll depend on your settings and whether or not this is occurring to all customers or isolated to just one.


Please reply with your store URL so I can test on my end as well.
