Why is my manual credit card payment not processing?

I'm entering a manual credit card sale for someone who is out of state. I have all the credit card information needed. There is a prompt that comes up saying that "there was an issues with Shopify and the payment couldn't be processed." Anyone know why?

It looks like Shopify is having trouble with credit cards at the moment.

I don't know how to get a hold of them to ask when they expect to fix the issue.
