Bug? Does the variants action drop-down bulk extension not work?

I am trying to create a variants bulk action drop down per: https://shopify.dev/tutorials/add-a-bulk-action-link-to-the-shopify-admin-with-app-extensions

However, when I add a bulk action extension for variants, I don't see it (see pictures below). I've tried the other bulk actions and they show up correctly. Am I looking in the wrong place, or is this a bug?

I've confirmed the issue as a bug and have communicated this with the appropriate internal team. I don't have a timeline on when this will be resolved but will follow-up when I do.
