Create an order of different products and apply a custom price

Let’s say I want to create an app that allows merchants to display a “frequently bought together” widget with a discount on the pack.
What's the best method to create an order of different products with a custom price applied?

The best way I found is to use the Draft Order API but I’m a bit disappointed by the API rate limits (~2 requests/second max) that could break some orders on significant volume...
Also, I thought about creating a custom coupon but it's a bit tricky/dirty and can as well be limited by the API rate limits.
