Do API requests still work when Shop is Currently Unavailable

If your shop is currently displaying this on the home page:

should API requests continue to work? Currently troubleshooting a 401 response with this error:

"errors": "[API] Invalid API key or access token (unrecognized login or wrong password)"
}

 and not sure if it is related to the store being unavailable?
