Authorization process for orders

I've been asked to set up a store that has functionality that isn't built in to Shopify and am wondering if there is an app or apps that could help.  I need to have customers place an order, once the order is placed a notification email is sent to a sales manager who reviews the order and approves it or makes changes, once approved the order can be processed and is locked so no changes can be made.  Does anyone have any suggestions?  Thanks!
