How can I create a store agnostic URL for an app?

I'd like to have a link for my app within a store. There are URLs like https://admin.shopify.com/store/STORE_NAME/apps/APP_NAME, but those require the store name. I used to use https://admin.shopify.com/apps/APP_NAME which used to redirect to the page I wanted after selecting a store, but that seemed not to be documented anywhere and broke recently.

Is there a store agnostic URL for your Shopify app?
