Hi there, @12321. Thanks for taking the time to reach out to us here in the Shopify Community regarding this situation with your business. My name is Imogen. It's good to meet you!

You are correct - if you're looking to close your Shopify Store, but have an outstanding bill, you will be unable to close your store until your balance has been paid. The way our billing system works is that there will be continued attempts made against your payment method on file in order to capture payment, after a month of attempts, if the system is unable to capture payment, then your store will be moved to a frozen state. This is essentially the same as a cancelled shop - the primary difference being that if you want to reactivate the shop in the future, you will need to pay the old, outstanding balance, and a new subscription fee activation charge.

All in all, you're okay to continue to not paying your bill, as your store will eventually freeze, and there will be no more attempts at billing made against your payment method on file. Please, if you have any questions about this information, follow up with me here and let me know.
