Hi, I met a problem on Google Merchant requirements. I already added the "return policy" and "term of service" to the footer of my website, but in the backstage of google overview, it always showed me that I didn't add these policy to my footer navigation. I send you a screenshot in labels, please check it.
Then, there is another problem. I wonder that if there is some bug in the Google app. For example, when I clicked "apply policy page", it turned a new interface and said my shop meets Google Merchant center's requirements. But if I open this page tomorrow, I will be warned of no policy added again. I have no idea what happened, please help me.

Do not use Shopify internal system to assume they know all Google policies. They don't.

I recommend you add the refund policy manually outside the app. Here is a guide: https://help.shopify.com/en/manual/checkout-settings/refund-privacy-tos

I think you maybe misunderstanding my meaning. I want to know why I added all the policies that Google Merchant needs in the "Legal" page, but I still see a notice in the backstage of Google Merchant that asks me compelete the "return policy" and "term of service" .
You know, I have to meet all the requirements so I can do the next work. Like Google shopping, google analytics and google ads. I need to meet Google Merchant Center's basic requirements so that I can acquire data of google shopping,google analytics and google ads in my website. Now the most problem is that my store is failed to pass the basic requirements due to some bug or something, but actually I added all the policies.

The so-called backstage is not Google, it's Shopify. Google does not send this data to Shopify.
So if you want this fixed, you need to contact Shopify support.
Shopify does not know all the basic requirements. If you want to simply follow their guide, you will most likely get suspended.
I recommend you follow my guide in the first reply and add the legal pages from Shopify's guide.
Then if you added the legal pages and the app still says you did not add it, then contact Shopify support.
