Online/Digital Fundraising Site

Hello everyone! For the life of me I can’t figure out how to get a website similar to https://www.charlestonwrapstore.com/non-school-registration.php
I would like my site to be for fundraising purposes only so I would of course in the background need some thing’s working but what are those things I’m missing?

I will need to track by student, class and schools to be able to pay out rewards and cash. Fundraiser will be online to help cut down on time the schools usually have to dedicate and for safety reasons due to COVID-19. 

Please if anyone knows how to make this work I would be grateful for your knowledge and help.
