Is there an app that supports calculating shipping fee base on distance? I'm using shopify basic plan,

I see that you are looking for app that supports shipping fee based on distance but i recommend you can setup various zones by distance using their postcodes. 

Then you can use below app to configure. Its multi-feature app and you can setup various conditional logic as per your requirement.
