Who is responsible for creating and shipping my t-shirt orders?

Hello, I received a order, on a previous order and my t-shirts were shipped out. I received a order today and was asked to create a shipping label for the product. Does this mean I have to create the t-shirt to be shipped out, or do you do the shipping of my shirts?
