Why does tax keep reapplying after removing it from checkout?

When I add items to my cart and proceed to remove the Tax from the total for certain purchases, I am able to enter into the tax menu and turn it off so the price can be flat price without tax. However, after I turn it off and return to the main screen with the cart and tiles, the tax is reapplied again. I keep turning it off in the tax menu and it reapplies again and turns off. We have restarted the application and the iPad itself and it did not seem to resolve the issue.
