Why isn't my order data flow capturing payments correctly?

We have set up a flow to manual capture payments if orders are not (1) medium or high risk and then (2) orders are not spam (not more than 2 orders in a day).

There is a bug that is stopping the second step from working. The error shows: 

Retrying

Ran into transient error: Hydration query failed - retriable error

The flow has been working fine for us until around 8 December when it became bugged and got stuck at 'running' status. So now none of our orders are getting payment captured by the flow.

Anyone have a solution to this bug?
