I deleted my store by mistake and I am hoping that I can get it back. I would really appreciate it if I could get information about how to unlock my store as it says the store is locked when I try to log in.

Could you please share a bit more information about what happened to your store account and the message/error messages you are seeing when you try to sign in?
If a store has been left frozen or disabled for longer than 2 years than the data may be removed from our servers after that time has passed. If the store is still on the platform and it was closed by the account owner, then you can reopen it at any time by paying for a new month's billing cycle.
Could you please share a screenshot (hiding any sensitive information) of the error you are seeing, that will help me get you the correct next steps.

Hi I am not the store owner but my business partner closed my store without my permission
How can I reopen it

In this situation, if you don't have access to the account owner login you will need to contact our support team and provide proof of ownership of the business to reopen this store.
Only the account owner can take these actions and if your business partner, who has that access, will not open the account you will need to get the account ownership transferred to you.
