How can I save a partner's payment information in a B2B2C workflow?

I am trying to have a partner we work with have their payment information saved but when they advertise it to their audience or their patients the individual can go in and put the address and email but not have to put it in their credit card since it would be already filled in. I tried creating a draft order but it charges the card right away. I have a special discount affiliate code for them.
