Why does my Shopify payment account setup keep resetting?

Hi all, 

 

I am trying to set up the shopify payment account now since weekns. Everytime i submit the proof of our business after a day its back to the beginning nd tells me to submit a bill. 

 

Any reason for that?

we want to use Visa, Master, Maestro, apple pay, paypal and klarna. And our store is using the palo alto theme ....
