Why isn't my shipping discount working on multiple item orders?

Hey Shopify,

I’ve set up everything on my store. When you buy one item the customer gets charged the shipping fee, however I set a discount where if you spend over $50 you won’t get charged the shipping fee. But on my store if a customer orders two items it says shipping not available. And the discount doesn’t get applied. Anyone knows why it’s not working?
