order_publication_name cannot identify draft order

As the Topic, when I want to add specific order for all Point of Sales and Draft Order, no matter how I set the condition, it cannot identify the Draft Order and add tag automatically. When I set the order_publication_name is not equal to Online Store, it can add the tag to all Point of Sales only and failed for all Draft Order. Is that I am using the wrong condition to identify or there's any other way to do so?
