Amend Liquid Code Not Changing Site - want discount adding to product

I have been looking to add a discount to the product page, seems many have asked this and i have tried to follow a few examples (while taking a duplicate first)

The change is being made to a offline version of the site, live is just a coming soon placeholder for now, but nothing i do changes the site at all. I even removed all the code from product-template.liquid, reload page and it was still the same

What am i missing ?
